Secretary,LG&CD Department
  • Framing of Local Government laws/rules and subordinate legislation
  • Monitoring of implementation of Local Government laws/rules in local Governments.
  • To exercise administrative control over local Governments in Punjab.
  • Preparation of annual Development Program of LG&CD Department as well as provision of budgetary allocation to local government sectors 
  • Administrative approval of Development Schemes of Provincial ADP of LG&CD up to financial profile of Rs.200 million through Departmental Development Sub Committee.
  • Coordination and assistance in foreign funded projects of LG&CD Department namely Punjab Municipal Services Improvement Project-I&II (PMSIP-I&II), Punjab Cities Governance Improvement Project (PCGIP),Punjab Intermediate Cities improvement investment program(PICIIP) and Walled City of Lahore Authority project.
  • Coordination role between Local Governments and Election Commission of Pakistan for holding of Local bodies Elections.
  • Liaison between Local Governments and Punjab Disaster Management Authority to  combat any sort of disaster/emergency
  • Oversight role of monitoring and supervision in Public Sector Companies working under administrative control of LG&CD Department.
  • Implementation of the Project Clean Drinking Water For All  through DG, LG&CD/PD, CDWA
  • Successful implementation of Development schemes namely Elimination of Sewage Water Ponds from Major Villages of the Punjab, Asset Management of Municipal Immovable Properties, Improvement of Public Graveyards, Establishment of Model Cattle markets and other development schemes.
Special Secretary, LG&CD Department 
  • To carry out assignments given by Secretary, LG&CD Department which include office work and meetings related to the following:-
  • Supervision of the Development Wing including formulation and monthly progress review of ADP and all development matters related to TMA’s in the Punjab e.g. procurement of Sewer Safety equipment, dengue surveillance, implementation of sanitation policy, flood arrangements. 
  • Holding consultative meetings with foreign missions: World Bank, Asian Development Bank for ongoing projects including Punjab Cities Governance Improvement Project, Punjab Intermediate Cities Improvement Project, Walled City of Lahore Authority, PMSIP-II, WASH Programme etc. 
  • Supervision of the Establishment Wing of LG&CD Department in coordination matters of Chief Minister Directives, Ombudsman references, Assembly business and PAC / Audit issues.
  • To act as Chairman of Provincial Selection Committee-I and Member of different Boards including Punjab Local Government Board, Punjab Rural Support Programme.

  • Downloading of public complaints, petitions, and grievances received through the Chief Secretary Punjab Complaints Management Cell web portal.
  • Analyzing and sorting out the complaints.
  • Forwarding of complaints to concerned quarters within LG&CD officers and field formation with prior approval of competent authority.
  • Keeping close liaison with higher ups in order to share the progress, problems and issues related to day to day working.
  • Arranging periodic meetings with concerned sections / officers to review progress and issuing minutes of meeting.
  • Uploading of all the solved cases on the Chief Secretary, Punjab web portal along with relevant correspondence.
     
Section Officer (Law) 
Matters related to court cases:
  • To collect documents / copies of civil suits, contempt petitions from the relevant courts and locate the relevant section in which the relevant file pertaining to that case is running and hand over all these related documents to concerned section for preparation of briefs.
  • To obtain copies from the office of Additional Registrar, Lahore High Court and then hand over the copies of the writ petitions alongwith court notice to the relevant section immediately.
  • To coordinate with different wings of the department and legal cell to facilitate and systemize the litigation.
  • To prepare the upto-date list of court cases with their latest status.
  • Matters related to Legal Advisors in TMAs and District Government, Punjab:
  • To forward the appointment of Legal Advisors application to the Law Department.
  • To move summary for the appointment of Legal Advisors to Chief Minister, if a case of special pecuniary interest is pending in the competent court and the Special Counsel is required to be engaged.
 
Section Officer (PAC / Assembly) 
  • PAC / DAC Matters.

Private Secretary
  • To prepare drafts of personal letters as and when required by the Ministers/Advisors and Secretaries;
  • To prepare presentations whenever required;
  • To check official e-mails and to submit the same to Ministers / Advisors/Secretaries, etc.
  • To attend to visitors and arrange interviews;
  • To arrange engagements and maintain an engagement diary;
  • To arrange, when required, official social functions such as tea/dinner parties;
  • To prepare tour programmes of Ministers/Advisors and Secretaries and to correspond with the District and Railway Officers, notables, MPAs and all others concerned in this connection;
  • To go through petitions and complaints received from the public and aggrieved officials and to pass them on to the officer concerned under instructions from Ministers/Advisors;
  • To deal with cases relating to telephone bills in respect of the calls made from the telephones of Ministers/Advisors and Secretaries and cases relating to carriage of their personal effects on tours.
 
Superintendent
  • A Superintendent in the Secretariat is an officer and normally heads a Branch under the control of a Section Officer. He is responsible for ensuring that the work is conducted by his staff properly and that there is tidiness and discipline in his Branch
 
Personal Assistant / Senior Scale Stenographer 
  • Senior Scale Stenographer//Personal Assistant attached with the Ministers/Advisors, Secretaries, Additional /Deputy Secretaries will perform the following duties:
  • Take down dictation of notes and drafts from their officers and type them neatly and accurately;
  • Note down urgent matters and routine appointments of their officers in their desk diaries/engagements;
  • Submit to their officers an agenda for the day covering urgent matters and routine appointments on the basis of the engagement diary;
  • Maintain confidential and secret files and papers of their officers;
  • Maintain Telephone Register;
  • Maintain reference books and keep them up-to-date by getting correction slips pasted by office Daftri;
  • Arrange interviews as permitted by their officers;
  • Supervise the upkeep of the officer’s and visitor’s rooms;
  • Be responsible for the maintenance of the computers and other office equipment supplied to them;
  • Make tour arrangements including the issue of tour programme; and
  • Receive fresh receipts from R&I Branch
 
Assistant 
  • The Section Assistant shall perform the following duties in his Section:
  • He will maintain reference books and keep them up-to-date by getting the correction slips pasted.
  • He is personally responsible for adding to a case any precedent, policy, rules, or regulations relating to it, and flagging them properly and making references in the margin of the case before its
  • submission to the Section Officer.
  • He should undertake reference and research work, i.e., acquaint himself with the rules and regulations pertaining to the subjects dealt with in his Section, maintain such statistics as are required by the Section Officer (e.g. in a Service Branch, maintain lists of officers belonging to a specific cadre, showing their latest postings, etc.), and while examining old records, take extracts of important policy decisions, etc.
  • He will record advice tendered by the Services, Law and Finance Departments on any important matters referred to these Departments in a note book and also keep with him a separate reference collection of important decisions.
  • He will prepare such statements and returns and collect such material and statistics, as may be required by the Section Officer.
  • He will also maintain prescribed charts regarding:
  • all outstanding reports and returns due to be received in the Section or to be submitted by the Section; and Time-limit cases.
  • In the temporary absence of the Section Officer, he will submit and personally explain urgent cases to the Deputy Secretary concerned.
  • He will undertake periodically a proper classification, recording, indexing and weeding of files in accordance with the instructions contained in this Manual under the guidance of the Section Officer and submit a half-yearly certificate of compliance to the Deputy Secretary concerned through the Section Officer, by the end of June and December each year.
  • He will compare typing work with the Section Stenographer/Clerk, when necessary.
  • He will generally instruct and guide the Section Clerk and supervise his work. In the temporary absence of the Section Officer, he will attend to any urgent references or cases that may require immediate attention.
  • In the absence of a clerk/record keeper, he will perform the duties of the clerk/record keeper.
  • He will prepare drafts for approval after final orders have been passed.
  • He will take follow-up action by putting up reminders for signature of the concerned Section Officer on due dates. He will also collect information from the concerned agencies.
  • He will maintain separate running summary of each case giving history, background, and the stage of disposal.
  • Make oral presentation of cases entrusted to him by the Section Officer.
  • He will do such other office work as may be entrusted to him by the Section Officer.
 
Stenographer  
  • Section Stenographers will perform the following duties:
  • Take down dictation of notes and drafts from their Section Officers and type them neatly and accurately;
  • Do most of the routine typing work in their Sections including typing of enclosures to communications. If the enclosures exceed three pages and are not Confidential/Secret these may be sent to the Clerk attached to the Section for typing;
  • Note down scheduled meetings, time limit cases and important cases in the Section Officer's table iary/engagements;
  • Attend to the telephone in the absence of Section Officers and maintain the Section Telephone Registers;
  • Be responsible for the proper handling and care of their computers and other office equipment; and
  • Perform the duties of Section Assistant during his temporary absence.
 
Clerk
  • Clerks in the Secretariat are required to perform the following duties
  • Receipt and dispatch including File Tracking System.
  • Diarising (to enter all receipts of the Section in Diary Register) and placing them on relevant files or open new files.
  • Making red entry in the note portion of the files. Sorting, distribution and filing of papers.
  • Maintenance of registers relating to office files, recorded files destroyed files and movement register showing the whereabouts of the files received in or sent out of the Section. He should also keep a register of pending cases (Annexure-K), showing the files required to be submitted for issue of reminders or otherwise on due
  • dates, a register of reference books available in the Section and maintain other prescribed registers;
  • Record Keeping; Establishment and accounts matters (preparation of pay bills, T.A. bills, etc.);
  • Handling of cash, if posted as a Cashier; Stationery indenting, storing and distribution; and Other duties as contained in para 6.5
 
Daftri
  • A Daftri is required to perform the following duties:
  • See that the Officers' tables are fully furnished with the requisite stationery, i.e., marker, ink, inkpot, universal forms, etc.
  • See that reference books of officers and staff are maintained in proper order and kept up-to-date by pasting in them correction slips issued from time to time
  • Help the Stationery Assistant in the maintenance of the register of universal and other forms and in the distribution of stationery and forms;
  • Help the Librarian in the annual stock-taking;
  • Repair/replace all damaged file covers and pages of current and recorded files;
  • Maintain the diaries, dispatch registers and volumes of bound proceedings in good condition and repair them whenever they are found in torn or damaged state and see that they are dusted daily;
  • Take out diaries, dispatch registers and volumes of bound proceedings from their racks whenever required to do so by the Record Keeper;
  • Pull out and restore files under the directions of Section Assistants/Clerks;
  • Help the Record Keeper in the stitching of recorded files and restoring them in their proper place in the record shelves;
  • Seal secret and confidential letters;
  • Prepare and sew parcels of heavy articles to be sent out by post or rail;
  • Issue UMS/TCS etc.; Affix service postage stamps on covers under the direction of the dispatcher and help him in the maintenance of the stamp account in the Dispatch Register;
  • Help the dispatcher in the circulation of all printed matter;
  • Put lines for statements when required by Sections/Branches; and
 
Qasid
  • A Naib Qasid may be required to work with either an individual officer, a
  • group of officers or in one or more Branches or Sections. He may be called upon to perform the functions of an attendant or a messenger
 
Director (Legal) 
  • He will supervise the work of Deputy Director (Legal), Assistant Director (Legal) and Litigation Officers.
  • He will appear in the Courts / legal forums in sensitive legal matters and assist the principle law officer of the Court in pleading / defending the sensitive cases relating to the Department.
  • He will vet and ensure timely submission of concise statements, report and parawise comments, written statements, written replies, rejoinders, etc. in the Supereme Court of Pakistan, Federal Shariat Court, High  Courts of Punjab, Punjab Service Tribunal, Provincial Ombudsman, Civl and Labour Courts, etc.
  • He will ensure timely permission from Solicitor Department for filing of writ petitions, appeals, revisions, etc. against the decisions / judgements / orders of Civil and Labour Courts, Punjab Service Tribunal, Provincial Ombudsman and Hight Court before next higher forum.
  • He will assist himself and ensure assistance by Legal Cell to the Advocate General Office and District Attorney Office for preparation of appeals, petitions and plaints etc.
  • He will offer comments / legal advices on all the matters referred to him by Department.
 
Assistant Director (Legal) 
  • He shall the Principle Law Officer of the Supreme Court / High Court, Federal Shariat Court, Punjab Service Tribunal, Labour and Civil Courts, etc. and assist the Principle Law Officer as and when required by the Director (Legal).
  • He will supervise his respective Litigation Officer for preparation of initial draft of concise statements, report and parawise comments, written statements, written replies, rejoinders, etc. in the Supreme Court of Pakistan, Federal Shariat Courts, Provincial Ombudsman, Punjab Service Tribunal, Labour and Civil Courts, and onward submission to the Director (Legal) after his input for final vetting.
  • He will ensure timely submission of initial draft of concise statements, report and parawise comments, written statements, written replies, rejoinders, etc. to the Director (Legal) for vetting and submission in the Court as per direction of the Court after approval from the competent authority.
  • He will assist the Director (Legal) in offering comments / legal advices on intricate legal issues referred to by the Department.
  • He will brief and attend the Court alongwith Principle Law Officer of the Court and where necessary due to rush of court cases in a single day, he may depute his respective Litigation Officer to brief the Principle Law Officer and attend the Court alongwith him.
  • He will ensure quick response to the Advocate General Office District Attorney Office as and when required for briefing the cases under litigation either himself or through the Litigation Officer.
  • He will ensure supervise the work of the Litigation Officer.
 
Litigation Officer
  • He shall be responsible for timely preparation of report and parawise comments, replies, written statements in the court cases pertaining to his respective Wing under supervision of Assistant Director (Legal).
  • He will ensure quick response to the Advocate General Office, District Attorney Office as and when required for briefing the cases under litigation, by the Director (Legal) / Assistant Director (Legal).
  • He will obtain certified copies of orders / judgements / decrees passed by the Courts / Tribunals either themselves or through the concerned officers of the Local Government.
  • He will ensure submission of complete papers of the case, law, rules, bye-laws and policies, etc. of the Government dealing with the subject matter of the case, to the Assistant Director (Legal) and Director (Legal) necessary for determination of the case.
  • He will draw, maintain and update list of court cases containing the detail of proceedings taken on each date of hearing, last date of hearing and next date of hearing, name of the court and status of the case, etc.
  • He will draw, maintain and update separate list of court cases, where any direction has been passed to the Department or contempt proceedings have been initiated.
  • He will review pending cases and suggest actions required for expeditious disposal of the cases, vacation of stay, etc.
 
Computer Operator 
  • Data entry of records and preparation of reports as directed by the senior staff and its formatting
  • Data Entry within the application
  • Helping users in using their systems
  • Preparation / typing of reports
 
MIS Manager
  • The MIS Manager is responsible for installing and maintaining computer hardware, software and netwrork. He reports to the Secretary, LG&CD through Additional Secretary (Admn). Provided hardware/ Software support to the users. Provides training and consultation and recommendations about future planning and development of resources.
  • Manage Information Technology Plans, organize, direct, control and evaluate the operations of information system and electronic data processing (EDP)
  • Develop and implement policies and procedures for electronic data processing
  • System operation and development, Meet with higher management to discuss system requirements, specification costs and timelines
  • To ensure that technology is accessible and equipped with current hardware and software
  • Be familiar with all hardware, software and network operating system
  • Trains staff about potential uses of existing technology
  • Approve schedule plan and supervise the installing and testing of new hardware/software
  • Provide recommendations about accessing information and support
  • Maintain current and accurate inventory of technology hardware software and resources.
  • Make recommendations about purchase of technology resources
  • Monitor security of all technology
  • Perform other related duties as required during working hours
 
System  Network Administrator 
  • System Network Administrator (SNA) will be responsible for providing first and second tier support of computer hardware and software. Will monitor, manage, and troubleshoot all problems submitted for resolution and should be capable of seeing a problem through from beginning to end, He will be responsible for server administration and troubleshooting, support the existing infrastructure and assist in the design and deployment of network solution.
  • Administrating, managing and monitoring the network infrastructure

  • Monitor severs and server backup operations/ Procedures
  • Perform testing and implementation of updates as necessary to maintain a stable and secure desktop and server environment

Database Administrator 
  • A database Administrator (DBA) is responsible for the planning for the planning, maintenance and development of a database. The database approach incorporates the following principles:

  • Data is clearly defined
  • Users access data concurrently, in a form that suits their needs
  • There is provision for data security and recovery control (all data is retrievable in emergency)
  • Planning data flows for a new or revised database
  • Maintaining data standards
  • Controlling access permissions and privileges
  • Meeting users access requirements and resoling their problems regarding database
  • Ensuring that storage, archiving, backup and recovery procedures are functioning correctly
  • Working closely with MIS Manager, System Network Administrator and Network System Engineers
  • Communicating regularly with technical, application, and operational staff, to ensure the database integrity and security
 
Network System Engineer  
  • Network System Engineer will be responsible for providing first tier support of computer hardware and software. He will be responsible for supporting client’s administration and troubleshooting.

  • Developing, supervising the mechanism for handling of quarries raised by Local Governments in addition he / she will also be required to expeditiously handle queries raised by Local Governments.
  • Conducting and supervision research on topics related to new LG System.
  • Supervising the Local Government Resource Centre; Library of LG&CD Department, keep LG RC Website updated.

Local Govt. Taxation Specialist
  • Reviewing and drafting rules, bye-laws and legal instruments relating to local government taxation as required by LG&CD Department.
  • Assisting the provincial government in developing policy framework to address issues stemming from local government taxation.
  • Conducting and supervising research on topics related to new LG taxation systems.
  • Supervising the mechanism for handling of quarries raised by LGs; in addition he / she will also be required to expeditiously handle queries raised by LGs pertaining to LG Taxation.
  • Advising and affording solutions for LGs on their problems pertaining to Local Taxation.
  • Advising the LGs on their functions, powers and responsibilities pertaining to Local Taxation, under the PLGO-2001.

  • Conducting and supervising research of topics related to new LG Municipal Services systems including Land Development, Estate Management.
  • Supervising the mechanism for handling of quarries raised by LGs; in addition he / she will also be required to expeditiously handle queries raised by LGs.
  • Advising and affording solutions for LGs on their problems pertaining to Municipal Services / Land Development.
  • Advising the LGs on their functions, powers and responsibilities pertaining to Municipal Services, under the PLGO, 2001.
  • Advising the LGs on ways of providing municipal services administration and provision more efficient and effective.
  • Advising the LGs on ways of enhancing their capabilities to provide municipal services.
