As per PLGA, 2013, Municipal Corporations, Municipal Committees and District councils are competent to approve housing schemes, so apply to the concerned local government for approval of a housing scheme.
 
What is the minimum area needed to develop a housing scheme?
The minimum area for the development of a housing schemes is 100 kanals.
 
Who is the approval authority of a housing scheme?
District Planning and Designing Committee is competent to approve a housing scheme.
 
What documents are needed with the application?
The documents to be annexed are as per provisions of Private Housing Scheme Rules, 2010.
 
What is procedure of approval of housing scheme application?
The detailed procedure has been provided under the Private Housing Scheme Rules, 2010. 
 
What is the fee for approval of a housing scheme?
Fee has been provided under Rule 38 of Private Housing Scheme Rules, 2010.
 
What is the usual time of approval for a housing scheme?
Probably two months are required for processing of documents as per Rule 27 of Private Housing Scheme Rules, 2010.

Where can we apply for the commercialization of residential property?
As per PLGA, 2013, Municipal Corporations, Municipal Committees and District Councils are competent to approve commercialization of a residential property, so apply to the concerned local government for approval of commercialization of a residential property.
 
Who is the approving authority of the plan application?
Permitted uses are allowed by the concerned local governments and for approval of the permissible uses, DPDC is competent to approve the plan as provided in the Land Use Rules, 2009.
 
What documents are needed with the application?
The documents required are copies of the CNIC, jamabandi, status of the land as per master plan / ODP.

Who is the controlling and licensing authorities?

Municipal Officer (Regulation) and District Officer (Regulation) are controlling and licensing authority for licensing. Municipal Officer (Regulation) and District Officer (Regulation) are controlling and licensing authorities for licensing.
 
How shall I know which business falls under the three authorities?
The rules governing the profession and vocations are Punjab Local Government (Fee for Licensing of Profession and Vocation) Rules, 2017.
 
Is there any application form and from where is it available?
Yes. It can be obtained from the officers mentioned above.
 
Where shall I deposit the fee for license?
The fee for licence is deposited with District Officer (Finance)/Municipal Officer (Finance) respectively.
 
Who is  the responsible authority in case of MC?
Municipal Officer (Finance) is competent authority in case of Metropolitan Corporation, Municipal Corporations and Municipal Committees.
 
What is the duration of the procedure?
 As per the bye-laws, normally a week.

How much security shall be deposited for Auction Services or Tax collection shall be deposited?
The amount of security that needs to be deposited is given in the public notice.

The application form can be obtained from District Officer (Finance)/ Municipal Officer (Finance) of concerned District Council / Municipal Corporation / Municipal Committee.
 
What are the necessary documents which shall be submitted along with the application?
These are mentioned in the public notice such as registration number, receipt of earnest money etc.
 
Who shall provide the documentary evidence?
District Officer (Finance)/Municipal Officer(Finance) of concerned District Council/MC.

In each TMA Office, there is a complaint cell which registers and tracks complaints.
 
What is the necessasity for a new connection?
It is necessary that water supply pipeline should pass near the house of applicant.

Registration of Birth

Where shall I contact to register the birth of my child?
Office of relevant Union Council within 60 days shall be contacted for the registration of birth.
 
What are the necessary documents needed to be submitted along with the application?
  • NIC copy of parents
  • Birth certificate issued by hospital/traditional birth attendant 
  • Form provide by Union Council duly filled in along with signature and thumb impression
Is there any fee for registration?
The registration is absolutely free. However, fee of PKR. 100/- will be charged for issuance of NADRA Computerize Birth Registration Certificate.
 
Where should I submit the fee?
Secretary Union Council will receive fee for issuance of Computerized Registration Certificate.
 
What is the duration of the procedure?
  • 3 working days in case of normal registration
  • 7 working days in case of late registration (61 days – 7 years)
  • 20 working days for registration beyond age of 7 years

Registration of Death

Which department shall issue the death certificate?
Office of the relevant Union Council or Municipal Committee shall issue the Computerized Death Registration Certificate.
 
Are there any registration forms available?
Form-D of the UC/MC Birth/ Death Registration (Model) Bye-Laws, 2016 is for the registration of deaths.
 
Who shall provide the documentary evidence?
For Issuance of Computerized Death Registration Certificate from the UC/MC concerned, the applicant will provide all documentary evidences including certificate/parchi issued by Ghorkan of the Qabristan where deceased was buried, etc.

Registration of Marriage

Which department shall issue the marriage certificate?
Nikah Khuwan gets the Nikkah Nama registered from the Nikkah Registrar within whose jurisdiction the marriage is solemnized. The concerned Union Council or Municipal Committee issues Computerized Marriage Registration Certificate.
 
Are there any registration forms available?
Yes, relevant Registration Forms are available at the office of UC/MC.
 
What documents should accompany the application?
  • Copy of Nikkah Nama duly registered by the Nikkah Registrar
  • NICs of husband and wife along with copies of their parent’s CNICs.
What is the duration of process for registration/certificate?
It is approximately 03 working days.
 
Is there any fee for certificate and where to deposit the fee?
PKR. 300/- shall be charged for issuance of computerized Marriage Registration Certificate which will be submitted at the office of concerned UC/MC, along with application in this regard.

Registration of Divorce

Concerned Union Council or Municipal Committee, where the marriage/Nikkah Nama was registered.

Who shall provide the written statements needed as evidence for the registration/certificate?
The applicant will provide written statements and other documentary evidence including divorce order issued by the Court of Law, Nambardar, Chairman, Union Council etc., to his concerned Union Council or Municipal Committee.

What is the procedure of applying for enlisting contractors in Local Government?
Application submitted to Assistant Engineer (AE) of relevant district, recommended by AE, recommended by Executive Engineer of the district, approved by Superintendent Engineer (S.E), Director General, Local Government or (Secretary LG&CD) as per the application class.
